He graduated from the Indian Institute of Technology Kharagpur in 1988 with a B.Tech degree in Computer Science Engineering and followed it up with a Ph.D. in Computer Science from the Tata Institute of Fundamental Research, Mumbai and an MBA degree in Business Admin.

He is a 1991 batch IAS officer of the Haryana Cadre. He has been regularly transferred by various state governments in his home cadre of Haryana after he exposed corruption in the departments he was posted in.
